Redefining the Problem to “Implement the Solution”
Enterprises problems prompt consideration of solutions. Then, problems are redefined to use a packaged solution, and redefined again to be what the implementation methodology solves. Implemented solutions no longer relate to original problems.
All enterprises produce some unsatisfactory or defective results as symptoms of performance problems. It requires extensive thinking to understand the value of alleviating symptoms, and then to identify the real problems and develop the precise solution needed. It requires less thinking to implement a standard solution, such as BPR, TQM, or ERP, in the hopes of solving problems. However, this redefines the problem to be “implement the solution”, since implementation is a large undertaking that overshadows the original problems.
Enterprises, rightly, do not maintain the skills to implement a major solution, so they call in consultants. Consultants propose a fixed implementation methodology. This redefines the problem again to be “follow the consultant methodology”, moving further from the original problems. Methodologies focus on performance improvement and solution implementation, with little or no attention to result development.

Most consulting practices specialize in IT, business processes, human resources, facility performance, or management strategy. Solution scope is governed by a contract that specifies what the consultant will and will not do. Implementation usually is defined as restricted use of the solution for existing operations. This produces islands of implementation of routinely-used portions of the solution. Out of scope, hard to implement, or advanced portions of the solution are delayed to a future phase; a phase rarely completed.
Enterprise management expects the consultant or the “change team” to achieve implementation and to convince the users to accept the solution. But, those who use the solution to produce results are given a limited role, and often don’t understand the rationale of the solution. The problem has been redefined, so the solution no longer relates to their problems. Users tend to resist solutions that they do not understand and do not relate to their problems.
